Minutes of Council Meeting

25th February 2014

Present:

1. Apologies:

2. Minutes:

The minutes of the last meeting (21/01/2014) were approved.

 

3. Matters Arising:

i)          2013/14-9:3.ii  Still waiting for a response from ERF with regards to the A470 concerns and road surfaces at Tryfan and Moel Eilio.

ii)         2013/14-9:3.v  ERF decided that the footpath from Maes Hyfryd to Ty Du did not require any further repairs. A response to be sent expressing the councils disappointment.

iii)        2013/14-9:3.vi The Trunk roads agency outlined the reasons why the speed limit cannot be extended on Llanrwst Road.

iv)        2013/14-7:4.iii One Voice Wales do not have a translation of the Standing Orders on their website.

6. Correspondence:

i)          A breakdown of last year’s usage of the ‘Playing Out’ scheme was circulated.

 

ii)         Talking Books Wales provided a financial report and it was agreed that £100 should be donated.

 

iii)        PCSO Jill Buerdsall requested financial assistance for a coach trip for the senior citizens, as has taken place over the last 5 years. Council agreed, assuming a similar cost to last year.

 

iv)        Church House committee requested funding for repairs and improvements to Church House. Council will look favorably on this but need to know more precisely what this will involve and exactly how much funding is required.

 

v)         Welsh Government consultation document on Marine planning – no response.

 

vi)        A list of courses from One Voice Wales was circulated. Membership renewal for One Voice Wales was agreed. Cost £285.00

vii)       Local Government Act consultation document – no response.

 

7: County Councillor’s Report:

Councillor G. Rees discussed the report of the Commission on Public Service Governance and Delivery (Williams commission), which recommended that Conwy and Denbighshire Councils should merge. The Welsh government was supposed to make a response by Easter but this now looks unlikely. Budget cuts were highlighted, showing a 4.1% cut for Conwy CBC resulting in a council tax increase of 5%. Councillor Rees also produced a report outlining the efforts made over a long span of time to provide a crossing for the a470 and the provision of a Glan Conwy to RSPB cycle link.

 

8. Local Matters:

i)          Cllr. A.ap Huw Humphreys alerted council to the broken gravestone of local poet Dr. Williams. He will try to find out who is responsible for the upkeep of the stone.

ii)         Cllr. H. Cunnah raised concerns about vehicles parked on the A470 outside the Garage, sometimes very large vehicles, Clerk to write to Janet finch Saunders and the new Community Police Officer.

iii)        Cllr. S. Edmundson asked if there was any progress with the provision of new trees for the park.

iv)        Cllr. C. Barton raised concerns over the footpaths; footpath 13 has a broken style and a tree down where it meets Ty Du Road and on path 8 at Ffordd Farm the footpath sign has gone missing.

v)         Cllr. P. Rogers asked that the council write to Conwy CBC to discover who is really responsible for the maintenance of the culverts in the village and, if this responsibility has changed recently, how has this come about? Also council should write to Welsh Water Authority to ask for plans of where the culverts are and which streams are utilised when the release valves are opened at the Coed Dolwyd reservoir.

iii)        SCCH Jill Buerdsall yn gofyn am arian tuag at drip yr henoed fel yn y 5 mlynedd diwethaf. Cytunodd y cyngor i gyfrannu’r un faint a llynedd.

iv)                Pwyllgor Neuadd yr Eglwys yn gofyn am gyllid tuag at atgyweirio ac adnewyddu’r neuadd. Bydd y cyngor yn edrych yn ffafriol ar hyn ond bydd angen manylder o’r gost am y gwaith sydd dan sylw.

v)                  Dogfen ymgynghorol oddi wrth Llywodraeth Cymru parthed cynllunio morwrol – dim ymateb.

vi)                Dosbarthwyd rhestr o gyrsiau gan Un Llais. Cytunwyd i adnewyddu’r aelodaeth am gost o £285.00.

7  Adroddiad y Cynghorydd Sirol:

Fe drafododd Cyng.G.Rees yr adroddiad ar Gomisiwn ar Lywodraethu a Darparu Gwasanaethau Cyhoeddus (Comisiwn Williams) sydd yn argymell bod siroedd Conwy a Dinbych yn ymuno. Roedd Llywodraeth Cymru i fod i ymateb cyn y Pasg ond nid yw hyn yn debygol nawr. Amlygwyd y toriadau yn y gyllideb o 4.1% i GBS Conwy sydd yn golygu codiad o 5% yn nhreth y cyngor. Cafwyd hefyd adroddiad ganddo parthed yr ymdrechion dros amser maith i greu man croesi ar yr A470 a llwybr beicio o’r Llan i’r Warchodfa Natur.

 

8. Materion Lleol:

i)          Rhoddodd Cyng. A.ap Huw Humphreys rybudd fod carreg bedd bardd lleol - Dr.Williams - wedi torri. Bydd yn ceisio gwybod pwy sydd yn gyfrifol am gynnal a chadw’r garreg.

ii)         Cododd Cyng.H.Cunnah bryder parthed y ceir sydd wedi eu parcio ar yr A470 wrth y garej, weithiau cerbydau mawr iawn. Y Clerc i gysylltu â Janet Finch Saunders a’r RhRhG newydd.

iii)                Gofynnodd Cyng.Mrs.S.Edmondson os oedd rhagor o wybodaeth parthed coed newydd yn y parc.

iv)                Mynegodd Cyng.C.Barton bryder parthed rhai llwybrau; camfa ar lwybr 13 wedi torri ac mae coeden i lawr wrth y lle mae’r Llwybr yn uno efo Ffordd Tŷ Du ac mae’r arwydd wrth llwybr 8 yn Ffordd Farm ar goll.

v)                  Gofynnodd Cyng.P.Rogers am i’r cyngor ysgrifennu at GBS Conwy i ddarganfod pwy sydd o ddifri’n gyfrifol am gynnal a chadw’r ceuffosydd yn y pentref ac, os yw’r cyfrifoldeb yma wedi newid, sut y death hyn i fodolaeth? Hefyd fe ddylai’r cyngoe ysgrifennu at Dŵr Cymru i ofyn am gynlluniau o leoliad y ceuffosydd a pa nentydd a ddefnyddir pan y agorir y falfiau gorlifo yng Nghoed Dolwyd.

      Cytunwyd ar holl o’r materion lleol ac fe fydd y Clerc yn delio a’r materion sydd angen sylw.
