Minutes of Council Meeting 18/12/2012

l. Present: Cllr.Mrs.S.Edmondson, Cllr.Mrs.C.Evans, Cllr.O.Evans-Jones, Cllr.Mrs.Lesiter-Burgess,
Cllr.Mrs.A.Parry, Cllr.D.Rees, Cllr.Ms.P.Rogers, Cllr.J.Spicer, Cllr.D.Worsley, Conwy C.B.Cllr. G.Rees. PCSO

2. Apologies: Cllr.C.P.Barton, Cllr.A.ap Huw and the CBM.

3. Suspension of Standing Orders This was approved. The PCSO, Mrs Buerdsell reported on the following matters:

“Bright Day Road Safety” event had been held at Ysgol Glan Conwy.
There had been a poster competition and the dangers of children playing
on their scooters on the road discussed. No further phone calls to the
police regarding Top Lan Road had been received to date and the PCSO was
monitoring the issue and taking children home when necessary.

Drug Use – No evidence at corner of Maes Hyfryd had been found and some
names linked with such activities had now moved out of the village.

Elderly Days Out – the PCSO, although no longer able to attend the trip
within a police capacity, informed members that she would still very
much like to continue attending the trips in her own time.

OWL – the scheme sent instant messages to members who had registered, about crime in the local area.

Ty Gobaith Fun Run – the PCSO had undertaken the fun run with her
colleagues in full police uniform and an item on the Daily Post website
was available for viewing. Standing Orders were reinstated.

4. Minutes: The minutes of the last meeting (13/11/2012) were approved.

5. Matters Arising:

1. 2011/12-4 :1 B5381 Bryn y Maen – It was reported that Conwy CB Cllr G.
Rees had received complaints regarding cement wagons using the Black
Cat access. This had been investigated by Dwr Cymru and the Highways
department at Conwy CB Council. The road had been used due to a road
traffic accident on the agreed haulage route, apologies had been issued
and assurances given that the agreed route had been reinstated

2. 2012/13.6:8.1 Bank Mandate, Scottish Widows and Internet Banking:
The Bank Mandate forms had been completed and the clerk was now
authorised to manage both the HSBC Accounts and the Account with
Scottish Widows.

6. Planning Outcomes: 0/39263 2, Benarth, Glan Conwy Delegated Approved with conditions

7. Finance:
1). Finance Sub-Committee - Councillor Ms. P. Rogers reported that
consideration to the balances to date had been made, and to the draft
precept. A proposal had been put forward for funding for the Youth Club
to use the Football Pitch Pavillion during term time, once a week and a
request to ring fence £360.00 for the year was made. However, it was
stressed that works to upgrade the building to meet Health and Safety
requirements would need to be completed before the Youth Club could use
the facility. It was also proposed and seconded that funding be added to
the precept in respect of provision of a bus for the Elderly Day Trip. Cllr.
D. Worsley proposed that provision also be made for a shelter for young
people/mums at the park. Concern was expressed that this matter had
been considered previously and some residents had not been happy with
the previous proposals, also that there was no room within the
playground itself. However, it was felt that such an amenity would be
favourable and that this be included in the precept, but that further
enquiries regarding a site for a shelter and any permissions needed from
Conwy County Borough Council be investigated. Final Precept to be set at January meeting. Members
also requested that investigations to switch the Community Council’s
insurance cover to a local Insurance Broker be investigated prior to
renewal. Further investigation regarding saving schemes
were reported and a scheme run by the Post Office which offered a
greater interest level be looked into further by the clerk.

9. County Councillor’s Report: Cllr.G.Rees distributed information dealing with the following matters: LDP Cycle Route & Walking Link Pedestrian Crossing Enforcement of Littering and Dog Fouling. Cllr
G. Rees reported that the meeting to discuss the Glan Conwy walking and
cycling link to Conwy had been very positive and that the original
feasibility study was to be reviewed and the preferred option to be
decided and taken forward. The proposed link had also received the full
support of the RSPB. Cllr Mrs. Lesiter-Burgess expressed concern that
the traffic was becoming more congested by the Shell Garage during the
morning rush hour and that this matter be looked into by the Highways
Department as since the redevelopment of the Shell site, the feeder lane
seemed to have got smaller. Members also expressed concern that due to
the bad weather the culverts were becoming blocked and flooding was
occurring. It was acknowledged that Mr J. Edwards, Highways Officer,
Conwy CBC had worked during the night in one instance due to flooding,
however, it was requested that this concern be raised with the County
Borough Council.

10. Local Matters:

1. Cllr Mrs. Lessiter-Burgess expressed concern that a North Wales Recovery Tow
Truck was consistently being parked overnight on the road at Ffordd Las
and the entrance to Bryn Mynan. This was causing concern to road users
coming down the hill, and was thought would be hazardous during icy
weather. The vehicle was also causing an obstruction to the entrance of
the development.

2. Cllr. Mrs. C. Evans reported that Emma
Watson, (U16 Tennis Champion), who had received a donation from the
Community Council, was doing well and was an Ambassador for Sport in the

3. Cllr. Ms P. Rogers enquired about progress with a
proposal for house numbering at the West End of Glan Conwy and asked if
this matter could be looked into.

4. Village Green Status,
Pentrefelin: Cllr Ms. P. Rogers stated that a letter be sent to Cartrefi
Conwy in respect of this matter. All local matters were approved and the Clerk will follow up those that need attention.

10.Materion Lleol:
Cyng.Mrs.Lesiter-Burgess for lori ‘North Wales Recovery’ yn cael ei
pharcio dros nos ar y ffordd wrth fynedfa Bryn Mynan yn Fforddlas. Roedd
hyn yn achosi pryder i drigolion oedd yn dod i lawr yr allt, ac y
byddai’n enbydus mewn tywydd garw. Roedd y lori yn creu rhwystr i’r
fynedfa i’r datblygiad.
